We’re some of the first people you meet as a successful employment applicant with the City of Keene and some of the last people wishing you well as you leave and keeping in touch after you retire.

As Human Resource professionals, we have moved beyond the traditional roles of policy enforcers and regulatory overseers to become partners, team players, and pioneers in delivering value to the hundreds of customers we serve—our management team, our employees, our retirees, our applicants, and others. We are focused on creating the practices that allow employees to contribute their very best and realize their full potential. We are committed to being a strategic partner with all City departments and serving as change agents as the City of Keene continues its efforts as a dynamic and highly-effective organization.

We understand that the City’s employees are our only advantage in providing outstanding services and amenities that enhance the quality of life for those who live, learn, and work in, as well as enjoy the City of Keene.

Darcy Newport– Darcy serves as the Human Resources Director for the City, where she is responsible for supporting an engaged and productive workforce aligned with the City’s strategic plan and public service mission. She works closely with leadership and employees to ensure people practices reflect the organization’s values and long-term goals. Darcy and her team are committed to being accessible partners to employees and leaders alike, providing guidance, support, and solutions that help the organization thrive. With more than 30 years of experience in human resources management across a variety of industries, Darcy brings a broad perspective and a deep appreciation for the profession. She firmly believes that an organization’s greatest asset is its people and is committed to creating a workplace where employees feel valued, supported, and empowered to succeed.

Megan Young– Megan is a Human Resources Assistant and serves as the Recruiter for City staff.  She received a bachelor’s degree from the University of Massachusetts Amherst.  Previously, Megan held the position of HR/Payroll Coordinator at a Massachusetts School Union.  Here, she supports diverse departments and employees related to human resources functions, with a focus on recruiting, supporting and developing talent, training and risk management/workplace safety.  She also is the department’s social media contact.  Current memberships include the International Public Management Association for Human Resources and the Greater Monadnock chapter of the Society for Human Resource Management (SHRM).

Michelle Gould– Michelle is a Human Resources Assistant for the City and serves as the Benefits Administrator. She is a seasoned Human Resources professional with over 19 years of experience in public sector HR.  From managing complex benefits programs, leading open enrollment, guiding employees through the FMLA process, or resolving individual concerns, Michelle enjoys being a knowledgeable, reliable resource for employees throughout the organization.  She holds a Master of Business Administration (MBA) degree with a concentration in Human Resources Management from Franklin Pierce University, a bachelor’s degree from the University of Massachusetts, Amherst and SHRM-CP and PHR certifications.  She is a current member of the Greater Monadnock chapter of the Society of Human Resources as well as the Manchester Area Human Resources Association.  Prior to joining the City of Keene, Michelle led the HR department at Fall Mountain Regional School District. 

Nicole Howe– As Human Resources Specialist, Nicole is responsible for department operations.  She serves as primary staff member processing, coordinating approvals, distributing and maintaining the variety of records that result from human resources activities, including risk management and safety functions. Previously a Human Resources Specialist for C&S Wholesale Grocers, she most recently was the Executive Secretary to the City Manager and Mayor.
