Terri M. Hood, CMC
City Clerk
Ms. Hood became City Clerk on May 1, 2025 after previously serving as Assistant City Clerk since 2001 and Deputy City Clerk since 2024. Her direct responsibilities include being the Clerk to the City Council and administering local, state, and federal elections. Her professional affiliations include the International Institute of Municipal Clerks, the New England Association of City and Town Clerks, and the NH City and Town Clerks Association, as well as past service on the NH City and Town Clerks Legislative Committee. Ms. Hood attained the status of Certified Municipal Clerk from the International Institute of Municipal Clerks in 2015. Email
Patricia A. Little, CMC
Past City Clerk
Congratulations Patty Little on your retirement and your achievement as the longest serving (44 years) City Clerk in the State of New Hampshire.
Ms. Little had been the Keene City Clerk from 1981 until 2025. Her direct responsibilities included being the Clerk to the City Council and administering local, state, and federal elections. Her professional affiliations included being chair of the Vital Records Improvement Fund Committee, and member of the State of New Hampshire’s Information Technology Management Advisory Board. Ms. Little attained the status of Certified Municipal Clerk from the International Institute of Municipal Clerks in 1989.
Kathleen M. Richards
Deputy City Clerk
Ms. Richards has been employed as Deputy City Clerk since 2024. She has over twenty years of election experience in the City of Keene as well as a vast knowledge of City government, including the Keene City Council, Standing Committees, Boards & Commissions, and the City of Keene governing policies. Her responsibilities include direct service to the public in the issuance of licenses for community events, raffles, and permitting for use of public property, assisting the City Clerk in administering local, state, and federal elections, as well as various functions in support of City Council-related activities and other customer service functions. Ms. Richards also oversees the City’s Minute Taking program. In the absence of the City Clerk, the Deputy City Clerk assumes all the responsibilities and legal obligations of the office. Email
William S. Dow, CRM
Records Manager/Deputy City Clerk
Mr. Dow has served as the Records Manager/Deputy City Clerk since 2000. His direct responsibilities are developing, implementing, and managing a comprehensive records management and archives program for City records, as well as responsibility for the custody, preservation, and conservation of historical municipal records. Mr. Dow also works closely with the City’s legal department to administer the City’s records/Right-to-Know program. Email
Heather Fitz-Simon
Administrative Assistance
Ms. Fitz-Simon has served as Administrative Assistant since 2014. Her responsibilities include the issuance of dog licenses, Solicitation, Use of Public Ways, Outdoor Event licenses, Post Office sign permits and preparing amendments of vital records for the City Clerk. In addition, she provides assistance to the City Clerk in administering local, state, and federal elections, as well as various functions in support of City Council-related activities and other customer service functions. Jennifer Clark
Customer Service Representative (part time)
Ms. Clark has been employed by the City of Keene as a Customer Service Representative since 2016. Her main duties include issuing vital records (birth, marriage, and death certificates), issuing dog licenses, answering queries from the public regarding City events, City Council meetings, voter registration, and helping the City Clerk and Deputy City Clerks in any way possible to keep the office running smoothly and the public informed.
Linda Haas
Elections Clerk/Customer Service Representative (part time)
Ms. Haas has been employed by the City of Keene as the Elections Clerk since 2020 and assists with customer service functions as needed. Her main duties include processing voter registration forms in the State voter database. Customer service functions include issuing vital records (birth, marriage, and death certificates), issuing dog licenses, and answering queries from the public.
