07/02/2026 – Public Hearing Relating to an application for Residential Property Revitalization Zone (RPRZ) Tax Relief under RSA 79-E:4-b

A Public Hearing will be held on July 2, 2026 at 7:00 PM before the Keene City Council relative to an application for Residential Property Revitalization Zone (RPRZ) Tax Relief under RSA 79-E:4-b submitted by HG Johnson Real Estate on behalf of property owners Joe and Cheryl Bagster, for property located at 429 Elm Street.

The purpose of the Public Hearing is to determine whether the structure at issue is a qualifying structure; whether any proposed rehabilitation qualifies as substantial rehabilitation; and whether there is a public benefit to granting the requested tax relief and, if so, for what duration. The owners are requesting the City Council consider sufficient relief that would allow for the rehabilitation and adaptive reuse of an existing barn on the property to create two new dwelling units.
