The City of Keene has applied for funds through the State of New Hampshire American Rescue Plan Act (ARPA), Clean Water State Revolving Fund (CWSRF) to finance a water infrastructure improvement project.

The City of Keene is looking to upgrade the existing utility infrastructure (stormwater, water, sewer and gas) along Main Street. Aging infrastructure is at high risk of cracks and breaks, which can lead to water quality issues and service disruptions. The current drainage system is prone to localized ponding and several structures are failing.

The proposed drainage system work will consist of pipe replacement, the addition of deep sump catch basins, and bioretention cells to capture stormwater runoff. Existing roof drains will be disconnected from the sanitary sewer system and tied into the proposed drainage system. Sewer work will consist of the replacement of older segments of undersized vitrified clay pipe (approximately 3,200 linear feet) and around 900 linear feet of existing service connections. Two water mains in the vicinity are newer and will remain intact, the older lines installed between 1868 and 1928 will be replaced. Approximately 4,500 linear feet of new water main, ranging in size from 8” to 16” ductile iron pipes will be installed. Service connections to 25 properties will be replaced along with 16 fire hydrants. Due to the extent of the utility work, full reconstruction of the roadway and sidewalk areas is planned. A total project disturbance area of approximately 440,000 square feet is expected.

Whereas this project constitutes only a minor project and no significant environmental impacts are anticipated, a Finding of No Significant Impact (FONSI) is proposed.

This public notice is published in accordance with Env-Wq 500 and a 30-day comment period will be held. Comments will be accepted through Monday, November 24, 2025.
