What is the Blue Envelope Program?
According to NH DOT, “the Blue Envelope Program helps facilitate safer and more effective communication between law enforcement and individuals who may have communication challenges. The Blue Envelope Program is established under RSA 265:3-c and Saf-C 8500. The program provides a standardized blue envelope that allows drivers to voluntarily provide important communication information to law enforcement during a traffic stop.” The DMV web page provides full details on the Blue Envelope program.
The envelope does not identify a person’s medical condition, and the program is voluntary.
Who Qualifies?
A Blue Envelope may be issued to New Hampshire licensed drivers who have:
- Autism spectrum disorder
- A trauma- and stressor-related disorder
Parents or legal guardians can also apply on behalf of a minor driver who meets these criteria.
How Keene Drivers Can Apply
To participate, residents may begin by completing the Blue Envelope Request Form (DSMV 653) posted on the DMV Blue Envelope Program web page.
How to Use the Envelope
Once received, place your driver’s license, vehicle registration, and proof of insurance inside the envelope. You can also include emergency contact details, personal communication tips, or sensory considerations, as well as additional information that may assist law enforcement.
The DMV instructs drivers to attach the Blue Envelope to the driver’s side sun visor, facing the driver when the visor is lowered. If stopped by law enforcement anywhere across the state, simply inform the officer that you have a Blue Envelope and present it when requested.
