Trick-or-Treat Proclamation- October 16, 2025

Mayor Kahn presented Annaliese and Cora Dumais, and Paige Fortson with a proclamation before the City Council to proclaim that Friday, October 31st, shall be known as TRICK-OR-TREAT DAY in Keene, and asked both children and parents to cooperate in limiting “Trick-or-Treat” time to the period between 5:30 p.m. and 7:30 p.m. It was also asked that parents or other responsible adults accompany young children. It was further requested that households indicate their willingness to welcome children by keeping their porch or exterior lights on and that trick-or-treaters call only at homes so lighted. Finally, cooperation of all citizens was encouraged to make this a happy and safe occasion for children. Past practice has indicated that parents generally favor the late- afternoon and early-evening hours for “Trick-or-Treat” outings, permitting greater visibility, and promoting safety during this festive time. While Halloween is a time for fun, we must recognize that accidents can occur while children visit door-to-door, showcasing their costumes and requesting treats. The City encourages that trick-or treaters, and their parents or guardians use safe practices during this event, including ensuring visibility with brightly colored costumes, the use of flashlights or reflective tape, walking on sidewalks when possible, looking both ways, and using crosswalks or street corners when crossing the street.
