Wastewater Treatment Plant Access Road Guidelines

The City prioritizes public safety and reliable access for its operations.

The City of Keene has reopened public access to the Wastewater Treatment Plant access road for limited public recreational use.  After carefully considering feedback from the community, the road is open with clear guidelines to ensure the safety of all who use it.  The goal is to find a collaborative path forward that prioritizes the operational requirements of the facility as well as public safety.

This road is a narrow, active driveway with frequent use by large trucks and heavy equipment.  Careful cooperation with usage guidelines is necessary to maintain safe, clear passage for essential operations and to prevent conflicts with passenger vehicles, cyclists, and pedestrians.  Public cooperation is vital to making this a successful solution for everyone.

Guidelines for Public Use

  • Walking and Wildlife Observation:  Stay on the gravel shoulder of the roadway at all times. Walking on the paved portion of the road is not permitted.
  • Bicycling:  Cyclists must stay on the far-right edge of the pavement.  Do not bike on any other part of the road or on the gravel shoulder.
  • Parking:  Stopping or parking on the paved road is not allowed.
  • Dog Walking:  All dogs must remain on a leash while in this area.

Residents are strongly encouraged to use the area outside of the treatment plant’s regular business hours, including after 4:00 P.M. on weekdays or anytime on weekends. This simple step can significantly reduce the potential for safety concerns.

We understand how much our community values this space.  Public access during business hours will be reevaluated in October.  Public cooperation with these guidelines will directly contribute to the possibility of keeping the road open for public use in the future.  We look forward to seeing the space enjoyed safely.
