Parking Regulations

  • Metered Parking Spaces

    • Hours of operation of the meters 8:00 A.M. through 5:00 P.M., Monday through Saturday. Sunday and Holidays are exempt.

    • There are two standard rates for meters. On-street is $.85 per hour, while the fee for parking lots is $.35 per hour. You will find longer term meters(up to ten hours), in the lots.

    • If there is one meter between two spaces, generally, the handle of the meter should face the space that it goes to. 

  • Reserved Spaces

    • Many parking lots downtown have an availability of reserved parking space for a prepaid fee of $145.00 per quarter (Wells Street Lot Lower section $200.00). Reserving a space essentially allows you to park without having to plug a meter during the hours of operation of the meters, as listed above.

    • Residents and patrons of downtown are still responsible for complying with the other night-time restrictions as mentioned below.

  • Registration Blocking for Outstanding Parking Tickets

    On August 6, 2009, the Keene City Council affirmed the adoption of New Hampshire RSA 231:130-a, Notification of Unpaid Fines, with an effective date of January 1, 2010.

    Adopting the provisions of this statute allows the City of Keene to block vehicle registrations for those with outstanding parking violations more than 28 days old. Under this provision, individuals with parking violations that meet these criteria will not be able to register their vehicle(s) until they have satisfied their parking debt.

    The Bureau of Parking Enforcement will begin sending out notices to those who have outstanding parking fines so that they can make arrangements to satisfy their account prior to this provision taking effect.

    Also in accordance with this provision, the City of Keene will enter into reciprocal agreements with the Cities of Manchester, Hudson, and Nashua, who also utilize the authority granted under this statute.  In doing so, City of Keene residents with outstanding parking violations in those Cities will also be barred from registering their vehicles until those debts are settled.  In turn, those Cities will also block registrations for their respective residents who have outstanding parking debt in Keene.

  • Night-time Parking Restrictions

    • There is no parking allowed on-street between the hours of 1:00 A.M. and 6:00 A.M. in the Central Business District, November 1st to April 30th.
    • There is no parking allowed on-street between the hours of 2 A.M. to 6 A.M. in the Central Business District, May 1st to October 31st.
    • November 1 through April 30 there is no parking permitted on any City street between the hours of 1:00 A.M. and 6:00 A.M.
    • This restriction included the paved portion of the roadways and the entire City owned right-of-way.

    Exceptions: as approved by the City Council

    • Oak Street, East Side, with permit
    • Elliot Street, South Side for a distance of 120' East from Main Street, with permit.

    November 1 through April 30 the schedule for rotating parking lots at night-time is in effect. During this time-frame between the hours of 12:01 A.M. and 6:00 A.M., parking is permissible by alternating schedule only.

    As of 1994, between May 1 and October 31 it is permissible to leave a vehicle in a municipal lot for 5 nights consecutively. Day-time restrictions still apply, (such as parking meters or reserved parking). The exception to this is any lot that may be posted for no parking.
