Elizabeth Fox - Beth is our Human Resources Director, also wearing one of the three Assistant City Manager hats. She is charged with supporting all activities to achieve an engaged, talented, and progressive workforce that will lead us to the vision of Keene’s Comprehensive Master Plan—to be the best community in America by 2028. Beth and her staff members team with and encourage City employees to ensure they are supported and managed fairly, trained well, and assigned duties that accomplish the City’s goals in a cost-effective, efficient, and safe manner. Her goal is an empowered workforce, required to continually adapt and respond to community priorities, needs, and emerging issues in an ever-changing environment. Beth came to the City from the neighboring Town of Swanzey, where she served as Town Administrator. She is a member of the International City Management Association, the Society for Human Resource Management, the International Public Management Association for Human Resources, and the Municipal Managers of New Hampshire.
Vicki Flanders - Vicki serves as a Human Resources Assistant for the City, administering employee benefits, Family & Medical Leave, and wellness programs. She assists with a variety of projects, programs, events, and communications. In addition, Vicki provides support to various employee teams and serves as the department’s technical liaison. She joined the City after five years at a local human services agency, where she was Associate Director of Human Resources. Current memberships include the International Public Management Association for Human Resources and the Greater Monadnock chapter of the Society for Human Resource Management (SHRM), where she serves on the Communications Committee.
Megan Young - Also a Human Resources Assistant, Megan serves as the Recruiter for City staff. She received a bachelor’s degree from the University of Massachusetts Amherst. Previously, Megan held the position of HR/Payroll Coordinator at a Massachusetts School Union. Here, she supports diverse departments and employees related to human resources functions, with a focus on recruiting, supporting and developing talent, and risk management/workplace safety. She also is the department’s social media contact. Current memberships include the International Public Management Association for Human Resources and the Greater Monadnock chapter of the Society for Human Resource Management (SHRM).
Angela Lacoste - As Human Resources Specialist, Angela is responsible for department operations. She serves as primary staff member processing, coordinating approvals, distributing and maintaining the variety of records that result from human resources activities, including risk management and safety functions. Previously a Human Resources Assistant for Supervalu, she most recently was a Territory Supervisor for Hallmark.
